Forty-two percent of organizations are still in early stages of deploying AI for workforce transformation. They are not waiting for the technology to mature. They are already deep in the mess: prompt pipelines in production, agentic workflows making real decisions, nobody sure who owns the bad output when it surfaces at 2am. The debate about whether to govern AI before or after it matures is over. The question is whether your governance catches up before something breaks badly enough to matter.

Builders know this pattern from dependency management. You either pin your versions early and update deliberately, or you let things drift and one day npm install wrecks your build because something three layers down changed behavior. Governance is version pinning for accountability. Skip it in the beginning and you are not free; you are just accumulating debt.

The Accountability Gap Is Already Shipping

April Skipp, a governance adviser at Diligent, put it cleanly at a board panel on March 11: "Without monitoring, boards do risk those accountability gaps where no one owns the bad outcomes. When you've got autonomous agents, you need to have that 'approve to act' element built in." That is not a regulatory compliance argument. That is a systems design argument. If your agentic workflow can take a high-impact action without a human checkpoint, you have not built a product. You have built a liability with a nice UI.

Maria Axente, who advised both PwC and NATO on AI policy, flagged why AI is different from earlier software: it adapts to its environment and operates probabilistically. You cannot unit-test your way to safety after the fact. The failure modes are not deterministic. That means the usual "ship fast, patch later" calculus breaks down. Logging and audit trails have to be part of the architecture from the start, not retrofitted when regulators come knocking. Centrica is already tracking prompts. That is the baseline, not the gold standard.

The pro-delay camp has one fair point: governance frameworks written before the technology matures often calcify around the wrong assumptions, and you end up with rules that make sense for last year's models. That concern is real. But the answer is governance that ships iteratively, not governance that ships never.

Speed Is Not the Opposite of Governance

The Pentagon's AI Acceleration Strategy argues that "the risks of not moving fast enough outweigh the risks of imperfect alignment." I understand the logic in a military context where adversaries are not waiting. But civilian AI builders who borrow that framing are not racing China. They are racing their next funding round. Those are not the same risk profile, and the costs of misalignment do not stay classified when something goes wrong at an enterprise scale.

The actual engineering insight from companies doing this well is that governance does not slow you down if you build it as infrastructure instead of process. Paved paths with traceability built in mean your developers move faster because they are not making ad hoc trust decisions on every integration. The friction is not in the governance. The friction is in retrofitting governance onto systems that were never designed to be auditable.

Forty-two percent of organizations struggling with AI deployment are not struggling because the technology is immature. They are struggling because they built without guardrails and now the guardrails cost three times as much to install. That is scope creep with a compliance deadline attached.

Boards should formalize AI oversight structures now, before the next agentic deployment goes sideways. Builders should instrument their systems for auditability on day one, the same way you would add structured logging before you go to production. The window for doing this cheaply is still open. Barely.
